This important project, funded by the African Development Bank, aims to define the technical, economical, financial and environmental aspects of the Buba Port feasibility, bearing in mind the future development of Guinea-Bissau. The final aim of the project is:
The Preliminary architecture and engineering Design of all the related constructions work, will comprise:
a) Draft design of the logistic chain;
b) Hydrodynamic model setup and modelling, flood modelling, precipitation under climate change scenarios, flooding risk maps, sediment transport processes, dredging works and disposal areas, transport, and dispersion of pollutants;
c) Preliminary design of rail and road corridor;
d) Port Infrastructure: Preliminary design of stacking or storage areas, special warehouse, port reception, customs inspection, container freight station, oil terminal, warehousing facilities, transport hub, other eventual facilities (hotels, restaurants, restrooms and eateries for the port visitors, medical facilities).
The Private-Public Partnership Structuring will integrate:
a) Establishment of SLA (Service Level Agreement) and timespan of the several infrastructures;
b) Identification of legal, economic, and operational restrictions;
c) Financial Viability of the Project, including a sensitivity and risk analysis.
It is essential for the sustainability of the project that this important infrastructure for Guinea-Bissau, the undisputed engine of economic development, is able to develop and live in a sustainable way with the very sensitive environment where it will be built in.
The planned Buba Port will not only reinforce the international trade in goods between Western Africa and other regions of the world, but will also promote the creation of an integrated railway, roadway and a new development pole axis, with cross-border benefits.
Specifically, the required services, to be incorporated in the set of results, comprise:
- The technical investigations to confirm the viability of the port site of Buba.
- The pre-feasibility study of the project.
- The preliminary design study (PDS) for the construction of the Buba Deep-water Port and its connection to the transport networks.
- Estimating the costs of the planned works.
- The overall study of the Environmental and Social Impact (ESIA) of the project and preparation of an Impact Management Plan (IMP).
- PPP (Public-Private Partnership) structuring for the financing of the physical construction and operation of the planned port platform.
